Error P0264 stuck on limpmode 4k max

Hello all. If anyone has any insight to my problem, i would be very much appreciated:
P0264 - injector 2 low circuit
The actual problem is an error P0264 that puts the car in limp mode (4k rpm max in normal, 5k in sport)
The first time i had this error, it was a bad connection to the ICM, for some reason the plug was coming off. You might wonder how is the ICM is related to this error, but it immediately disappear when i cleaned and plugged it properly.
After this, the car went well for 100km or so, after that, the error came up again.
This time there is nothing coming loose, but watch this video:

At first, all things electric on the car are turned on, and the radiator fan is also working. Then the fan stops and i proceed to turn off the lights, the windscreen heater, all things electrical. Only then the voltage recovers to acceptable alternator levels.
Is this normal? Is this causing the P0264 that i have and doesn't allow me to push the car? Maybe the ICM or ECU doesnt like low voltages, i really dont know. Im in the process of trying everything to see if i can fix this without spending another fortune in tolls and fuel taking the car to the dealer.
